Navigating a Delicate Situation: The U.S. and Israel’s Campaign Against Hamas

The Biden administration has found itself in a difficult position as Israel gears up for an extended clash with Hamas militants in Gaza. While affirming Israel’s right to retaliate against a deadly terrorist attack, the U.S. also emphasizes the importance of Israeli forces taking extra precautions to minimize civilian casualties in the densely populated area.

National Security Adviser Jake Sullivan condemned the increase in Jewish settler violence targeting Palestinians in the West Bank, calling it “totally unacceptable.” He further stated that Israeli Prime Minister Benjamin Netanyahu has a personal responsibility to curb the violence in the region.

The U.S. government continues to support Israel’s right to strike back at Hamas, following a surprise assault that claimed the lives of over 1,400 Israelis and foreign nationals.

The health officials of the Hamas-run government in Gaza report that over 8,000 Palestinians have been killed in Israeli airstrikes and incursions. There is a growing international demand for Mr. Netanyahu to exercise restraint or moderation in his response.

Israeli military officials claim to have targeted more than 450 Hamas sites in the past 24 hours, including military command centers and missile launch sites. They also report the killing of Hamas fighters attempting to exit a tunnel near the Ereh crossing.

Mr. Sullivan’s statements reflect the challenge faced by Israel’s allies and the limitations of the U.S. in restraining the parties involved in the conflict. He stressed Israel’s responsibility to differentiate between terrorists and innocent civilians and called for protection of the civilian population both from ground assaults and airstrikes.

He expressed deep sadness at the deaths of Palestinians caught in the crossfire, saying they deserved to live peaceful and dignified lives.

Humanitarian groups expressed concern after the Palestinian Red Crescent reported receiving warnings to evacuate al-Quds Hospital in Gaza due to nearby shelling.

President Biden is expected to discuss the next steps in the war with Mr. Netanyahu. U.S. officials are particularly concerned about Jewish settler violence in the West Bank, fearing it could create an additional front in the conflict and possibly invite intervention from the Lebanese Hezbollah militia.

Mr. Biden’s administration expects the Israeli government to address this issue and hold extremist settlers accountable for their actions.

Reports indicate that the Israeli retaliation campaign against Hamas has entered its “second phase,” potentially leading to increased military and civilian casualties.

Meanwhile, aid supplies have started to flow into Gaza following an almost complete economic blockade. The United Nations organized the delivery of water, medicine, and food, and communication channels have been restored after ongoing bombardment disrupted contacts with the territory.

In a related development, President Biden has formally informed Congress about targeted airstrikes carried out against Iran-allied militias in Iraq and Syria. He warned of further action if there are new attacks on U.S. bases and troops in the region.

These retaliatory airstrikes are seen as a message to Iran not to exploit the Israel-Hamas war or engage in new military confrontations with Israel.

It is worth noting that President Biden is required by the War Powers Resolution to notify Congress of any military action taken.
